Case Study: Local Government of Chelles, France, Uses Parallels RAS to Lower IT Budget

The Customer: Council Chelles, France

Chelles (Learn more) is a commune in the eastern suburbs of Paris, France, located in the Seine-et-Marne department in the Île-de-France region, 11 miles from the center of Paris. With a population of 53,708 (according to the 2014 census), Chelles is the most populated commune in its department. The inhabitants of Chelles are called Chellois.

The Challenge: Lacking centralized controls for application delivery

In years past, the government council of Chelles relied on Microsoft Remote Desktop Services (RDS) to deliver Windows applications to its users on remote devices connected to their private cloud. However, the Chelles administrative organization required a virtualization solution that would allow them to centrally manage the solution and streamline installation and updates. The virtualization solution also needed to be able to deliver customized applications to its public servants working on various devices, including Windows and Mac. The public government organization needed to deliver homegrown applications to around 150 concurrent users.

Another constraint was cost. With limited funding available, the IT department needed a solution that provided comprehensive features without exceeding the budget.

The Solution: Parallels RAS centralizes IT, simplifies application publishing

As soon as Parallels® Remote Application Server (RAS) was implemented at the Chelles mayor’s office by their IT solutions partner, SOLUPREST, the public organization achieved easy-to-use, secure virtual application publishing. Now, public employees working on Windows and Mac devices in remote locations can easily connect to the private cloud, accessing work on customized applications.

Parallels RAS is a secure solution that allows public institutions to take advantage of cloud computing and virtualization to centralize and streamline IT infrastructure. With the help of SOLUPREST and this secure virtual desktop and application delivery solution, the Chelles mayor’s office improved infrastructure security, reduced costs, and provided employees with more flexibility and tools to boost productivity.

“At a very low cost, Parallels RAS fully met our application delivery needs on low-speed access,” said Antoine Trillard, a DSI (IT director). “It simplified application publishing, making it easy to access the virtualization environment from everywhere.”

The Benefits: Lower total costs, ability for BYOD support

At the suggestion of SOLUPREST, Chelles took advantage of the Parallels RAS centralized dashboard to publish and update applications across the entire private cloud network—without any hassles or headaches. Even better, building out the Parallels RAS virtualization environment only took the IT department a few hours, allowing them to achieve significant savings on time and budget overhead. With the Parallels RAS high-availability solution, the public institution can improve the level of service it offers citizens while keeping the IT budget in check.

The public organization has also been able to enact a bring-your-own-device (BYOD) policy at the workplace. Parallels RAS offers easy access to shared resources from both Windows and Mac operating systems.
